We’re so grateful for the thoughtful questions, honest feedback, and enthusiastic participation. Your engagement shows how much our community values inclusive dialogue and collaborative planning.
With your continued input, we’re excited to explore how pickleball can grow in a way that reflects our community’s needs and spirit.
For those who were not able to attend, you can submit your feedback on these items for the next two weeks through 09/12/2025, either via email to Faryal.Saiidnia@mountainview.gov, or submit under the "IDEAS" tab at the very bottom of this page. Staff will use the additional input from the community meeting, website "IDEAS" tab below, and email input to create a summary of the feedback received to-date. UPDATE 8/26/25:
Pickleball Feasibility Study Update: Potential New Site
Thank you for your interest in the City of Mountain View and the three sites currently being considered for new pickleball courts (Cuesta Park, Cuesta Annex, and the City-owned properties along San Rafael Avenue (909, 917, and 939 San Rafael). We are sharing an update that the City is in active discussions with private property owners to possibly locate public pickleball courts on their property. While details are not available at this point, some background and high-level information is noted below and will be shared at the Wednesday, August 27 community meeting.
Process To-date
The City of Mountain View has been working to complete a Pickleball Feasibility Study to assess potential locations for new stand-alone pickleball courts and increase access to the sport within the City. Initial design work has been done for potential court siting at Cuesta Park, Cuesta Annex, and the City-owned properties along San Rafael Avenue. In addition to studying these Council-directed locations, staff has continued exploring creative solutions. This has included reaching out to property owners of potentially suitable sites, reviewing community-suggested locations, and investigating public/private partnership opportunities.
New Opportunity – Discussions to Utilize Private Property
Through these efforts, potential opportunities have been identified for the City to work collaboratively with private property owners. These properties being considered meet the City’s criteria for pickleball courts and, based on their locations, would have minimal impacts on residences or wildlife. Staff cannot share specific details at this time; however, recent conversations with these property owners have been productive and discussions are ongoing to determine if these sites can be utilized for public pickleball courts.
Focus of August 27 Community Meeting
A community meeting is scheduled for Wednesday, August 27, 2025, at 6:30 pm at Rengstorff Community Center in the Redwood Hall to review the three locations the City Council directed staff to study and to receive additional public input on those options.
At this meeting, staff will:
• Provide a project history and overview of how we arrived at this point in the process.
• Share and review design concepts for the current three study locations.
• Acknowledge that City staff are actively engaged with private property owners, while noting that specific details are not yet available due to the ongoing nature of these discussions.
• Host an open-house format following the presentation, where community members can review the different concepts for the three locations in more detail, ask questions of staff, and provide additional feedback and written comments.
Importance of Community Input
We want to acknowledge the significant public input already received regarding the three sites that have been under consideration. Residents have shared thoughtful feedback and concerns, and City staff recognize the potential impacts the addition of pickleball courts at these sites may have on surrounding neighborhoods and properties. That input has been invaluable in shaping our understanding of the opportunities and challenges related to each option.
City staff will use the additional input from the community meeting to create a summary of the feedback received to-date. This summary will be posted on the project website.
Next Steps
City staff will continue the discussions regarding the potential use of these recently identified properties. Staff will keep the community updated, and additional public meetings will be scheduled to continue the dialogue with the community

As part of the Pickleball Study, Design & Construction project, a City-wide study has been conducted based on community input for new, dedicated pickleball courts. City staff will provide an update on the project and present two additional site options: Cuesta Park Annex and the future San Rafael Park site (939 San Rafael Ave.). On August 27, 2025 at 6:30pm, Public Works staff will present draft study findings, including location and number of courts recommended to the community for public input and feedback during the meeting. Interpretation in Chinese and Spanish will be provided.
The feedback received from the community meeting will be used to develop a recommendation to the City Council at a future meeting.
Community Meeting Format
This community meeting will begin with a brief presentation, followed by an open house designed to gather public feedback. The presentation will provide a project overview, share updated study findings (including the additional locations now under consideration), and review the proposed concept layouts.
During the open house, multiple stations will be set up around the room where attendees can:
- View the concepts and project information in greater detail
- Ask questions directly of staff
- Provide feedback and input on the project
Information will also be available on how community members can submit additional feedback after the meeting.
PARKING:
Please carpool, take public transportation where possible, or allow extra time for parking. Parking at the Community Center may be limited. And overflow parking at the Senior Center will be limited due to half the Senior Center parking lot being closed for construction Aug. 27 - Sep. 1. If the Community Center parking lot is full, additional parking may be found on Crisanto Avenue, or at the Rengstorff Picnic BBQ Area parking lot.

June 2025 Update - Pickleball Frequently Asked Questions (FAQ) Document
The City of Mountain View has received many comments and questions regarding the Pickleball Study, Design and Construction Project. The purpose of this project is to support the continued growth of pickleball and provide Mountain View players with increased access to courts. The project seeks to find solutions that meet the needs of pickleball players, while continuing to also meet the needs of tennis players as well as City parks and open space visitors and neighbors. In recognition of the importance of finding a solution that works for the Mountain View community, the City Council has included this issue in its Fiscal Years 2025-27 Council Work Plan.
In response to these inquiries, staff has developed a Pickleball Project Frequently Asked Questions (FAQ) document posted in the Documents section below to the right, providing information about the process and considerations in the complex undertaking of developing and deciding on a pickleball court location and number of court options.
A Community Meeting is planned for late summer/early fall to present study findings and gather public input. You can subscribe to the project email list to the right for future updates.

April 2025 Update
Council provided direction at the April 22, 2025 City Council meeting for staff to evaluate two additional sites as potential locations for new, dedicated pickleball courts in the study: Cuesta Park Annex and the future San Rafael Park site (939 San Rafael Avenue). City Council approved the addition of these sites to the Pickleball Study as part of the Strategic Priorities FY 25-27 Council Work Plan. No determination has been made. Over the next few months, the Feasibility Study will identify the opportunities and constraints at these locations.
December 2024 Update
We are aware of the ongoing interest and recent correspondence about the Pickleball Study, Design and Construction project. The Parks and Recreation Commission report had previously indicated that this item would be brought to Council in December 2024. However, our current update is that it has been delayed and will no longer be included on the December agenda. Instead, it is anticipated to be rescheduled for an agenda in early 2025.

Parks and Recreation Commission Meeting - October 23, 2024
The City of Mountain View’s Pickeball Study, Design & Construction project is underway, with the study phase concluding. Staff previously presented the study findings, including locations and number of courts recommended to the Parks and Recreation Commission for their review and comment on June 12, 2024. The Commission requested for staff to study additional layout options and other alternatives to return at a later date for more discussion. Staff has prepared added options and will be returning on October 23, 2024 to PRC to present this item at the time and location below. May 2024 Update
The City of Mountain View’s Pickeball Study, Design & Construction project is underway, with the study phase initiated. The study will review feasibility and assess potential court locations, identify amenities, and prepare a conceptual design layout for new dedicated pickleball courts.
A community survey was completed in February 2024 requesting feedback on potential court locations and amenities. A community meeting was held on April 8, 2024 to provide an overview of the project and another opportunity for community input and feedback. We had a great turnout! Approximately 75 members of the community attended, including City residents, Mountain View Pickleball Club members, Mountain View Tennis Club members, and others. Staff gathered public input via breakout groups on potential locations and amenities for new dedicated pickleball courts, with many members submitting feedback in writing. Staff and the landscape architect are analyzing the public input, as well as the previous online survey results, assessing feasibility, and preparing concepts based on this input for potential new court locations.
The concept layouts will identify the number and location(s) of new dedicated pickleball courts to recommend to the Parks and Recreation Commission and City Council.

As part of the Pickleball Study, Design & Construction project, in February an online survey was released to gather data and feedback from the community on possible court locations, amenities, desired number of new courts, play frequency, and other feedback. On April 8, 2024 at 6:30pm, Public Works staff will host an in-person community meeting at the Community Center to provide an additional opportunity for community input and feedback.
The feedback received from the survey and community meeting will be used to review feasibility and assess potential new, dedicated pickleball court locations, amenities, number of courts, and develop a recommendation to the Parks and Recreation Commission this summer, followed by City Council in the future.

Project History
Pickleball, a racket sport that mixes tennis, badminton, and ping-pong, has become one of the fastest growing sports in America over the last few years. In 2015, the City launched a pickleball program using a temporary painted asphalt court at Rengstorff Park. The program quickly grew in popularity within the community and, in 2018, three pickleball courts were installed at Rengstorff Park—two courts dedicated with nets and one court lined without a net to provide flexible use for pickleball or “ball wall” users.
The City has seen a large increase in the number of pickleball players utilizing the temporary and permanent courts as well as an increase in the number of community requests for additional pickleball courts to be installed. To accommodate these growing requests in the short term, a pilot program for additional dual-striped tennis/pickleball courts was implemented at Rengstorff Park.
In order to support the continued growth of pickleball and provide players more access to courts, the City is conducting a pickleball court design study to assess potential locations and prepare a conceptual design plan.
A Request for Proposals (RFP) was issued in 2023 and a consultant has been awarded.
