The City of Mountain View is committed to providing safe and accessible off-leash dog areas for park visitors and furry friends to enjoy. In 2014, the City began offering an off-leash dog program in City parks with the goal of providing specific locations and times for dogs to socialize while minimally impacting other park users. The City now has off-leash sites at six parks including Bubb, Cuesta, Cuesta Annex, Eagle, McKelvey, Whisman and Cooper. The Cooper Park off-leash dog area is the only site that is located on school district property.
Cooper Park is comprised of both school district property (to the north) and City property (to the south). The Mountain View Whisman School District has requested that the City of Mountain View move the Cooper Park Off-Leash Dog Area from school district property to city property, so the City has been exploring various options to satisfy the relocation request.
As part of this relocation effort, the City has been engaging with residents to receive input on proposed locations and ideas that may be feasible. Many factors must be taken into consideration when determining relocation areas including park amenities, uses, ingress/egress, infrastructure, maintenance, function, surroundings, available resources and the safety of all park users. The City developed a survey with four viable options for residents to choose from. The survey will be active May 1-31, 2024.The results from the survey will help influence the next steps in this process.

City staff sent letter to neighbors directly adjacent to Cooper Park explaining the relocation effort and seeking initial feedback on a proposed relocation site within Cooper Park.
October 2023

Based on resident feedback from the letter, city staff explored additional areas within Cooper Park to relocate the off-leash dog area.
December 2023
Cooper Park Off-Leash Dog Area Relocation has finished this stage
City staff held a neighborhood meeting on Saturday, December 16 at Cooper Park to provide information about the effort and receive public input on three proposed relocations for the dog off-leash area. More than 65 residents attended the meeting and engaged in lively and thoughtful dialogue. An FAQ with city staff contact information was provided at the meeting for any follow-up and additional feedback.

City staff synthesized and considered all public input received, and after thoroughly examining all ideas and possibilities, four options were determined to be feasible.
