The Moffett Boulevard Precise Plan project provides an opportunity for the community to set the groundwork for public and private investment and revitalization as identified in the City’s 2030 General Plan. The Moffett area is envisioned to become a vibrant mix of commercial, retail, residential, and civic uses supported by a well-landscaped, well-lit, pedestrian-friendly corridor. This includes creating new plazas and community gathering spaces, pedestrian amenities, and bicycle facilities that will allow people to safely cross the Central Expressway and access surrounding neighborhoods and open space corridors.
The Precise Plan project is one of the City Council’s Strategic Priorities in the Fiscal Year 2023 – 2025 Work Plan. The project will implement the “Change Area” goals, policies, and objectives identified in the City’s 2030 General Plan, including policies in its recently adopted and certified 2023-2031 Housing Element (Program 1.1(g)c.).

The Moffett Boulevard Precise Plan project will focus on:
- Engaging the community in an inclusive and robust dialogue on the area's future.
- Updating goals and policies to reflect the community’s vision.
- Establishing clear and objective design standards to ensure consistency and transparency in future projects.
- Ensuring that new development contributes positively to the public realm.
- Transforming the Moffett Boulevard streetscape into a well-landscaped, well-lit, pedestrian-friendly corridor.
- Creating safe and accessible pedestrian and bicycle improvements to cross the Central Expressway and access surrounding neighborhoods, open spaces, and trails.
- Exploring sustainable development strategies to achieve community goals.
- Identifying placemaking strategies that support active public spaces, engaging and interactive art installations, and a range of events and experiences.
- Establishing strategies that support small business retention.
COMMUNITY INVOLVEMENT:
The City of Mountain View is committed to an inclusive and robust community engagement process that captures the voice of our workers, residents, businesses, property owners, youth, and other users. Community engagement for the Moffett Boulevard Precise Plan process is designed to:
- Gather feedback and ideas that reflect the diversity of the community by engaging business and property owners, visitors, residents, and the broader community through a comprehensive public outreach process.
- Ensure that outreach is accessible and that everyone who wishes to participate can through:
- Multilingual discussions and materials in English, Spanish, Russian, and Chinese.
- Accommodation for community members with varying accessibility needs.
- Website updates and social media posts regarding the project and ways the community can participate.

ENVIRONMENTAL PLANNING COMMISSION AND CITY COUNCIL STUDY SESSIONS
NOTICE IS HEREBY GIVEN that the City of Mountain View Environmental Planning Commission (EPC) and City Council will hold study sessions, at which time all interested parties may be heard regarding the following project:
MOFFETT BOULEVARD PRECISE PLAN
The EPC and City Council will hold study sessions to review and consider the Draft Moffett Boulevard Precise Plan Concept Alternatives Workbook. From these materials, the EPC and City Council will be endorsing a Preferred Land Use Alternative to help inform the preparation of the Draft Moffett Boulevard Precise Plan. No formal decisions will be made at these study sessions.
MEETING DATES:
- EPC Study Session
Wednesday, March 19, 2025, 7:00 P.M., or soon thereafter.
- City Council Study Session
Tuesday, April 22, 2025, 5:00 P.M., or soon thereafter.
The Study Sessions will be held in the Council Chambers, Second Floor, 500 Castro Street. Associated documents will be available the Friday before the meeting at mountainview.legistar.com.

The City of Mountain View invites you to participate in a public workshop to discuss potential land use alternatives for the City’s Moffett Boulevard Precise Plan (“Precise Plan”). The Precise Plan expands on the 2030 General Plan vision and will include new goals, policies, and regulations for private development, street improvements, and implement requirements of the 2023-2031 Housing Element.
The workshop will start with an overview of previous outreach meetings, Study Sessions, and input received through those efforts. Workshop participants will then be encouraged to provide input on potential land use alternatives for the Precise Plan which will then be presented to the Environmental Planning Commission and City Council at Study Sessions later this year.
Child care (ages 3 and above) and light refreshments will be provided. Translation services will also be available. Additional project information will be available on the City's Moffett Boulevard Precise Plan website at www.MountainView.gov/moffettblvd.

Below is an overview of the background activities that have been ongoing from September through December 2024:
Existing Conditions Overview
A high-level existing conditions summary highlighting key findings and major takeaways from a series of technical memorandums and reports on critical elements that influence site development, mobility and infrastructure was prepared.
The summary provided an insight on the following topics:
Policy and Regulatory Framework Analysis: The analysis highlighted policies from the General Plan, Housing Element, Municipal Code of Ordinances, and Environmental Plans that support the transformation of Moffett Boulevard into a revitalized, pedestrian-friendly corridor by incorporating a mix of land uses, rezoning land parcels to introduce neighborhood commercial areas, accommodating future residential development, and improving development standards.
Physical Analysis: The analysis provided a brief review of the existing on-site conditions, along with recent, ongoing, or approved residential, commercial, and transportation projects in and around the Plan Area, which set the foundation for future development within the Plan Area.
Economic Analysis: The analysis provided an overview on the land area distribution of commercial, retail, hotel, non-profit organizations, a school, and a multifamily residential community within the Plan Area. The review also highlighted local and regional trends in population growth, housing demand, retail opportunities, and employment industries, as well as patterns that will influence the future development trajectory of the Plan Area.
Mobility Analysis: The analysis highlighted the existing pedestrian, bike, and transit amenities within the Plan Area, along with their levels of service. Additionally, a street hierarchy and parking analysis were conducted to assess road congestion and parking demand.
Infrastructure Analysis: The analysis provided a brief description of existing conditions, capacity, and level of service for water supply and distribution, and wastewater system.

The Project Team discussed in detail the project's purpose, goals, and desired outcomes. All team members contributed their feedback and ideas on these topics, to ensure that the project progresses through each phase smoothly.
The Project Team also toured the Plan Area and adjacent streets, in order to familiarize themselves with the site and any parallel development efforts that could influence the Precise Plan. It also allowed the Project Team to identify an initial list of assets and opportunities within the area.
