This includes creating new plazas and community gathering spaces, pedestrian amenities, and bicycle facilities that will allow people to safely cross the Central Expressway and access surrounding neighborhoods and open space corridors.
The Precise Plan project is one of the City Council’s Strategic Priorities in the Fiscal Year 2023 – 2025 Work Plan. The project will implement the “Change Area” goals, policies, and objectives identified in the City’s 2030 General Plan, including policies in its recently adopted and certified 2023-2031 Housing Element (Program 1.1(g)c.).

PROJECT GOALS:
The Moffett Boulevard Precise Plan project will focus on:
- Engaging the community in an inclusive and robust dialogue on the area's future.
- Updating goals and policies to reflect the community’s vision.
- Establishing clear and objective design standards to ensure consistency and transparency in future projects.
- Ensuring that new development contributes positively to the public realm.
- Transforming the Moffett Boulevard streetscape into a well-landscaped, well-lit, pedestrian-friendly corridor.
- Creating safe and accessible pedestrian and bicycle improvements to cross the Central Expressway and access surrounding neighborhoods, open spaces, and trails.
- Exploring sustainable development strategies to achieve community goals.
- Identifying placemaking strategies that support active public spaces, engaging and interactive art installations, and a range of events and experiences.
- Establishing strategies that support small business retention.
COMMUNITY INVOLVEMENT:
The City of Mountain View is committed to an inclusive and robust community engagement process that captures the voices of our workers, residents, businesses, property owners, youth, and other users. Community engagement for the Moffett Boulevard Precise Plan process is designed to:
- Gather feedback and ideas that reflect the diversity of the community by engaging business and property owners, visitors, residents, and the broader community through a comprehensive public outreach process.
- Ensure that outreach is accessible and that everyone who wishes to participate can through multilingual discussions and materials (English, Spanish, Russian, and Chinese) and accessible accommodation for a variety of community members.
- Include regular website updates and social media posts regarding project progress, including ways the community can participate.

The Moffett Boulevard Precise Plan (Precise Plan) will include new zoning regulations and development standards for the Precise Plan area, encompassing parcels along and near Moffett Boulevard between Central Expressway and Highway 85. Regulations will include ground floor commercial requirements and higher residential densities. The Precise Plan will also include a vision, goals and policies, and streetscape standards. This Precise Plan implements three adopted City plans, including the 2030 General Plan, the Sixth Cycle 2023-2031 Housing Element, and the Fiscal Years 2023-25 City Council Work Plan.

Refinements to Land Use Alternatives:
The Project Team is currently refining the Preferred Land Use Alternative based on the feedback received during the Phase #2 Engagement Activities and direction from the City Council. This includes incorporating the feedback and further detailing the concepts presented. A few elements that the team is focused on include streetscape, prototypical sites development, road diet and the multimodal transportation analysis.
CEQA Process:
The Project Team has also begun working on the Draft Environmental Impact Report (EIR).

The City Council discussed the alternatives and provided direction to the Project Team. Below is a summary of their direction:
Question 1: Does Council prefer land use alternative A (Medium-Intensity Mixed-Use), B (Higher Intensity Mixed-Use) or C (Focused Mixed-Use) as the preferred land use alternative?
- Council selected Alternative B (Higher Intensity Mixed-Use).
- Council also provided the following direction to staff:
- Study means to retain/preserve small businesses, including “legacy” businesses, and attract small businesses in the Precise Plan area, particularly considering State regulations such as limitations in requiring on-site parking.
- Prepare an “off-agenda” memo to Council to analyze State Density Bonus Law (SDBL), particularly with respect to its impacts on City requirements, developer/applicant rights, its limitations and allowances on what may be considered waivers and concessions, and documentation of typical waivers and concessions used in Mountain View.
Question 2: Does Council agree that the priorities for streetscape improvements to be studied on Moffett Boulevard include the following?
- Council provided the following direction:
- Deprioritize the center median.
- Support for a road diet to less than four vehicle travel lanes. Council deferred to staff to recommend the optimal composition of streetscape improvements based on the Council’s identified priorities, available right-of-way, and other design considerations and best practices.
- First priority: Wider sidewalks with trees and pedestrian amenities.
- Second priority: Protected bike lanes (instead of buffered bike lanes).
- Look at robust landscaping opportunities.
- Evaluate various parking strategies, including a neighborhood parking permit program, retention of on-street parking that is consistent with the prioritized streetscape improvements including loading zones for people and goods, and centralized parking facilities.

The Project Team discussed in detail the project's purpose, goals, and desired outcomes. All team members contributed their feedback and ideas on these topics, to ensure that the project progresses through each phase smoothly.
The Project Team also toured the Plan Area and adjacent streets, in order to familiarize themselves with the site and any parallel development efforts that could influence the Precise Plan. It also allowed the Project Team to identify an initial list of assets and opportunities within the area.
